The very purpose of having multiple languages is to allow publisher to publish content in different locale with different URLs so that the end user ends up in right page for his keyword, rather than in default language page...
Let me know what's opinion of above.
My standpoint was user's, not crawler's case.
Say, Finmann Bay interesting for Norwegian, mostly english-speaking. They go to page, look at picture, then at some moment look for text and swich language, still viewing same Album. etc.
In your case what if I change or rename photos, reassemble another Albums structure?
And, if totally agreed with you $;) how can I make this links work? Should I make it thru FTP on site or they can be created (semi)automatically?
Why just not create another site for another language? It'll be simpler... Isn't?

I will consider your point of view too and see how your needs also get fulfilled ...
However note that this is designed to benefit the publisher in their SEO effort
After additional testing and reading thru discussion branch I finally agreed what you mean with your strong position.
So additional language tree of albums and files stored by multilang3 in db table with only item ID common with G3 items.
Actual troubles in my case was "Internet Adress" dialog field.
Troubles arose because after some sucsesses, string in "Internet Adress" field stored, but not possible to navigate (404).
So my QUESTION is:
1. Is it permitted by architecture of Multilingual plugin just disable duplicate paths check (for my own risks)?
2. Why and when (what actions to avoid) the plugin behaviour was broken? (probably)

For any reason if you get 404 (without altering the DB) by multilang module, it's bug - which needs to be fixed.
It should never show (generate) any URL which it can not render....
So please let me know how can I reproduce to be able fix it

For some reason (I can't trace why) I was lucky to point both langs for one place:
i.e.
http://www.marktim.ru/photo/index.php/PUBLIC
and
http://www.marktim.ru/photo/index.php/MARK
and root of albums
works fine with any lang settings while stored localised names and descriptions.

I cannon reproduce it clear, but it seems that main album and 1st level albums can be in same "Internet Adress".
This is clear newly installed g3 and ml3 and new clear database:

I Found it. After multilang edit you can edit item in g3 so begun troubles and misconsistence of records

It's the tag module that comes as part of Core modules. The folder name is tag.
By default it will be there if you have not deactivated.
