Reoorder Album Items does not work in all cases

1. Reorder items sometimes give me a graphics - click the thumbnail to change the order and sometimes a drop down list.

2. I have 4 albums in my gallery. One of the albums cannot be moved to be the 3rd album using the click the thumbnail. If I do that, it moves to the 2nd position, moving other albums around to try and force it to happen also does not work. I can move it if I get the dropdown list.
