While installing gallery2 i encountered a problem, there are files missing. how do i add the .htaccess files?

Don't use Yahoo web hosting. Assuming you're using Yahoo because they are a known host who dis-allows files and directories that begin with a period.
If you're not using Yahoo, try contacting your host and see if they'll change their asinine policy. If you're using Yahoo, good luck.
