My system is working well, including Checkout by Paypal. But I cannot get discounts to work. I have tried various settings and none of them result in discounts being applied.
Has anyone else had this problem?

Discounts work fine. What are you putting in the discount settings? Post a screen shot.

Thanks for showing it DOES work!
I had been testing it whilst logged in (as admin) and it doesn't apply the discount then.
Also I have just created a new user account and it doesn't seem to work if logged in.
Please try logging in as 'testuser' password 'secret' and see what does/doesn't happen.
This is no problem in my case because customers are not required to log in so the discounts will be applied as you have demonstrated.

That user doesn't appear to have permissions to view any images (nor does the guest user, any more) - however, after logging in and before clearing the cart I was able to activate the same discount. I'd post another screen shot but it wouldn't differ in any way from the previous.
There's nothing else I can think in Checkout that's user- or login- specific, unless you're using the checkoutgroups module. The only reason why some discount might not be available to users logged in would be something in the Criteria:Group column other than "Everybody".

OK, logged in, put some stuff in the basket, got the discount. Here's the screenshot (with the logout option, in case you don't believe me!)

A silly mistake on my part!
I had misunderstood the 'Min Images' column - this evidently means number of different products, not number of prints.
I should have put my 3 in the 'Min Products' column - which I have now done.
Incidentally, what does the 'Comp Postage' column do? Are there some guidance notes somewhere?
