Rename image uploads with static and dynamic info?

I have a copy of Gallery2 (2.2) on my own site. I want to create a "user" in Gallery to be available to members of my camera club to upload images for periodic competitions. The upload process would resize the images to a maximum dimension (that I know it can do) and also rename the files with a combination of static and dynamic info. The dynamic info would be provided by the uploader via a form. It's the renaming part that I'm trying to find out about.

I can install stuff onto my site's setup, but I am not a "webmaster" nor am I a programmer, I do not know how to write the code to do this. And most of the members of the club know even less than that, getting most of them to name the files properly themselves would be impossible.

First you need to upgrade to G2.3 for security reasons as well as support.

Can you explain this a bit better?

I will look into upgrading this weekend.

The files need to be named with a specific pattern in order to be accepted for the purpose. The pattern consists of a two-letter competition code, the name the camera club, the photographer's name and the title of the photo, with dollar signs as field separators. The competition code is one of two sets, determined by the photographer. For example, a photo of a swan that I enter to the Nature category would result in the following filename:

NB$Seacoast$Kaplan, Jeffrey$Swan 1.jpg

Is there a way to do that as part of the photo upload process? Better, is there a way to do that as part of the upload process for specific users or albums? (I could, I presume, restrict these logins to upload/view only within one specific album.)

Then no - this is not possible without some (quite a lot of) programming on your part.
