[checkout] Remove Special Instructions

If it is possible to remove the "special instructions" box/sections. How would one go about doing so?

Edit the relevant templates. TransactionContents.tpl and SessionContents.tpl, from memory.

When editing a template file, use the 'local' technique referenced here.
