Clean Install of Gallery 3 - Doesn't Look Right

I did a clean install of Gallery 3.0 Beta 1. When I ran the installer, it only did one step which was to set up the MySQL database and it said ready to start and then gave me the admin password but when i followed the link, it just doesn't look right. See attached image. Any suggestions of what went wrong?

Doesn't look like CSS is getting loaded.
Try reinstalling. Make sure you're using the latest code:

What are you using? Linux, Windows, Apache, IIS, MySQL?
Tried a different browser?

I think it is related to this issue from this string.

I fixed it by modifying the config.php file per the other string. THANKS.

Again, try downloading the latest code. Read that entire thread, that worked for them. There have been TONS of changes since B1 was released:
