Why WPG2 menu isn't showed into admin panel of new blogs?

Hello, why wpg2 menu isn't showed into admin panel of my new blog? I'm using WPMU 2.7.1 The only way to allow admins to show wpg2 menu is to login with my superadmin account into her blog administrative page and logout. Logging in with superadmin wpg2 it's showed. After first time, this menu will always displayed at the others admin. How can i solve this problem? It's possible to show immediatly wpg2 on every new blogs of my wpmu platform? Let me know plz.
