Upi need to edit the root album and grant the following permissions to the 'Everybody' group:

[comment] Add comments
[comment] View comments

If you are allowing everyone to enter comments then I would seriously suggest enabling CAPTCHA for entering new comments in the Site Admin view to try and reduce spam.

Also if you're not using Gallery 2.3 then upgrading to that may be an idea as this has better spam protection with AKISMET and comment moderation.

I'm not sure about how G2 works with Chinese or multi-byte languages. I'm guessing it works, but will depend on both browser support and database support.

Do album\photo names appear ok in Chinese?

Oh, thanks mridgwel! I just convert the Database to UTF 8, everything is fine now. If you are interested in, please have a look. www.zhuominwu.cn :=)
well, I feel a little bit strange. There is actually a camera symbol on the photo page (to show the photo info), but its gone now. I do not know how to make them back. I use the plugin Gd and activated the plugin EXIF/IPTC. But still no information about my photos.

Before you reply this, I just wanna say thank you and have a good day!

I don't know if you've done something since the last post, but I get the exif and the camera symbol on the following image (haven't checked any others):
