So as I understand from reading the specs, in Gallery 3.x I won't be able to set security per item in an album. So it can't be done to give certain groups access to an album, but leave specific photos out, unless you are in the correct group.
This is one of the reasons I prefer hosting my own albums, and why I'm using Gallery to do it. If this security spec is left out, I'm seriously considering never to upgrade, or if I decide to drop this from my must have list, even move to something like Picasa.
Is there any chance this will return in Gallery 3.x?

I can't comment in detail, but G3 is being designed around the needs of the "80%" of the users, to give them a much faster/smoother/more-streamlined/smaller/more-efficient and more pleasant experience. The per-item security added a lot of baggage to G2 and I understand was responsible for quite a large performance hit, for what the Gallery team obviously decided was a negligible gain for the majority of users. G3 specifically isn't being written to be the do-all-things solution for all people, so it may well not be suitable for your needs.
It may be possible that per-item security could be added as a plug-in by someone in the community (if the architecture allows it) but I certainly wouldn't expect to see it ever as part of the core supported features.

alecmyers is right. There is a workaround where the nested album(s) can have different permissions giving a similar experience. Having per item permissions was discussed at length at the gallery sprint and the performance/maintainability won out.
