Cannot get Permalinks & URL Rewrite to activate

Hello,

I almost successfully installed Gallery2, but am getting one error:Rewrite Validation Check: Failed
When I follow instructions to activate the URL Rewrites and the Permalinks plugins, it shows they are activated, but as soon as I sign out and sign back into Gallery2, they show as inactive. I tried uninstalling, re-installing, doing it in different order, but nothing works.
