Editing the theme.css

Can I edit the theme.css directly or should I
make a local copy in new directory local/theme.css
(under the same directory where I have theme.css?)?
I need to change the background and font colors?

Yes and yes. You can edit it directly, but you should make a local copy so your changes do not get overwritten on upgrade. Make the local directory in the same directory that theme.css is in.
