adding admin user that with have only a few admin's abilities.

I want to add one more admin user that will have only a few admin's abilities (registration,user,members,groups).
how do i do that?

With gallery as it currently is, you have 2 options. 1) You don't they are either an admin or they are not or 2) You hack a lot of files.
