theme install help

Hi, I am still new to this so please forgive my ignorance.

I have downloaded and installed http://www.mincel.com/carbon/ via ftp. Instructions say - Go to Site Admin / Themes / All Themes tab and install the Carbon theme....

I can't see an all themes tab (in current version) It appears I should have the option to select several themes, but only matrix is showing and there is no drop down.

You just need to install it from Site Admin > Plugins

It appears those instructions are our of date.
