Error downloading index from ... when trying to download plugins

It's always easiest to blame the other guy I was leaning towards hostmonster/bluehost until other's piped in here.
Though I think Bharat is onto something with a bad route though, which isn't good because there are quite possibly people sitting at their computers trying to browse to gallery.menalto.com and they might not be able to.
From my web host located on the East coast here are the last few hops:

Ok, this looks like it could be an issue with the hosting provider that Gallery users (UnitedLayer). I've filed a ticket with them, prepare for some more vendor ping pong

Good news! I believe that we have tracked the issue down to a problem on our side (and when I say "our" I mean Gallery, not UnitedLayer who has given us phenomenal support). We have a QoS server that keeps us from getting DOS'd on a regular basis and the theory is that there's a bad route in there that's accidentally hosing an entire subnet. It will take about an hour for the guy who can update those configs to get on the scene and resolve it, I'll ping this thread when I know more.
PS: Thanks for your patience with something that's clearly our screwup!

I'm a bluehost user who was having this problem earlier today. The test php script you provided had similar results as others (timeout). Everything is working now, so thanks for the quick turnaround.
This was the issue with PicLens not getting installed too, this is also resolved now.

Sorry for dropping off the thread for a while. I know I told ya'll I would test things on my side. My Mother fell off a ladder and broke her ankle in three places. I have been dealing with that. Thanks everybody that worked at getting this fixed. My conection is working once again.

grekom, can you post a link to phpinfo so we can take a look at the PHP settings first? What ever issue was causing this on our end should have been fixed almost a year ago. FAQ: How do I create a phpinfo page?

When I created the fsockopen_test.php file and tried to reach your site I get the blank page. The site is hosted locally on my machine and not through a web server hosting company. I am running the latest stable version code from your website (downloaded this morning).
Any ideas based on the config.ini file?
