Will Gallery Work for this Application?

I am looking for a gallery product that can satisfy the following requirements for a site in which photos will be down loaded for manipulation by customers and then the manipulated image is uploaded by the admin or his delegate for purchase by the customer.

1. Must support potentially several thousand clients with their own private galleries.
2. The administrator or his delegate must be notified when an image is notified. The preferred method would be through a an html/database view of images added by date.
3. the admin or his delegate must be able to download the image, modify it, and then upload it back to the account from which it came.
4. When the manipulated image is uploaded, the account owner must be notified via email that the manipulated image is available for purchase.
5. The account owner should not be able to download the manipulated image unless he/she purchases it.
6. Paypal should be supported for purchases.

Does this type of application make sense for Gallery? Your answers and comments are appreciated,
