Random block probs!

I DL the random block for phpnuke 6.5 from:

http://www.yankeesinthesouth.org

The link here does not work, nor is it very clear to me where you are actually suppose to get this block from?

In any case I get the following error with the block:

I'm not a php expert so I'm at a loss here.
