Need Gallery installation customized with modules

I'm looking for an experienced programmer, familiar with gallery, that would adapt gallery to my needs, whether with modules already available or write new ones. The idea is to setup a multi user website, near community like, where user will post and exchange pictures or videos. Please, no chancers or frit timers, I will pay accordingly. A written course of action and budget will be appreciated.

What is it that you want to that Gallery doesn't do already? "A multi user website, near community like, where user will post and exchange pictures or videos" sounds like a default installation.
