user permissions for Drupal users

I would like to restrict which of my Drupal users get Gallery accounts. Specifically, I only want users in a certain role, or even users that I sync manually to get Gallery accounts. The reason being that I only want a specific group of people to be able to create content in Gallery. Is this possible?
