Looking to hire - Gallery stock video page designer!

Hello,
I am looking to hire a PHP/Web designer (familiar with Gallery) to build me a stock video website. If this is the incorrect forum or I am breaking forum rules by posting a job offering, please excuse me (and direct me to the proper venue!)

Regarding the job, familiarity with video compression a must, as I imagine the solution will involve server side use of FFMpeg.

I have some specific needs and requests:
1. The ability to have video previews (flash hopefully, QT otherwise) and thumbnail(s) automatically generated from uploaded movies (source movie for previews and thumbnails would be QuickTime DV NTSC). Video preview should be at least 320x240 or 640x480 and pretty high quality.
2. The ability to have multiple original files for any given clip. For example, we shoot in HD but want to provide multiple versions (HD, SD, Web - created by us, not FFMpeg) of the same clip to our client. Of course, we need to be able to have separate pricing for each quality (up to 5 quality levels), the client will choose and download that version.

Aside from those specific needs, I think all of our other needs would be pretty basic; tag clips with keywords, categorize clips into predefined (predefined by us) categories, accept CC payments, simple up-datable front page news box, etc.

Getting a rough estimate of cost for the initial setup and an idea of future maintenance costs would be very helpful.
