how to find php.ini and how to change album permissions

The following information is required to get an answer:
Get this information from the PHP diagnostic (in the configuration wizard).
Gallery URL www.richardshouse.net Gallery version:1.5.3
Apache version: dont know
PHP version (don't just say PHP 4, please):dont know
Graphics Toolkit: dont know
Operating system: Win XP Pro
Web browser/version (if applicable): I.E.6.0

I do not know how to find or use config wizard, much less PHP diagnostic.

Two questions - one is how I find php.ini

second is how do I change Albums Permissions I am administrator/owner of this gallery but cannot change them.

these questions a the result of some log in problems that I am unable to resolve.

I don't think you need to do anything to php.ini
Are you having trouble loggin in? seems that when you ran the configuration wizard you left off www from the url.
