How to integrate a Content Warning page

I want to add a content warning page as first page. From this page the gallery should be available via click. Cc this purpose I have searched in the forum for answers but I couldn´t find the right ones. So I hope to get help here. Must I change the theme.tpl or is there any other file like a session.inc?
