[Module]Trouble configuring URL Rewrite missing httpd.ini after install

Hello,

I am trying to configure URL Rewrite and under the portion where it reads
"IIS ISAPI_Rewrite Support
Testing if the server supports IIS ISAPI_Rewrite." it has an error.

One interesting thing is that there is no httpd.ini on my server. I have uninstalled and deleted the plugin a few times thinking it did not get installed but that file is still not present. Do I need to make one so I have something to path to?
