HELP!!!! - Activity Logging

For legal reasons, I am looking for the following type of module:

Logging of user login with IP capture and activity logging. I.E.: User X created/deleted album Y and uploaded/deleted files Z for example. The output needs to be fully searchable and archived for at least a year, maybe even permanently within a DB table.

Has anyone developed a module like this already in the private sector and, if not, what kind of money are we talking about to have it created, tested, and tweaked?

Also, I've seen more than one request for this type of feature/module, so the potential is there a few extra payouts or even a "for purchase" offering.
