2.1 --> 2.2 upgrade, no module link, only two themes

I did the upgrade from 2.1 to 2.2. Now there is only the Carbon theme and PGtheme. I installed the Xtreme_theme but it does not show. Also, inside the admin portion, now there is no Modules link to view/configure installed modules.
The upgrade went fine. No errors. Ideas?

install the themes at site admin -> plugins.
then you can use them at site admin -> themes.

"site admin -> modules" has been replaced with "site admin -> plugins"

Well... the Plugins page is blank now. Just a white screen.
What could be wrong now?

Sorry, read documentation... first action item. :D

None of the documentation helped. I wiped the install and started over. Now it is working.
Except I am building the site from scratch again...
Not fun.
