allow only administrator to upload photos?

hi
i want users to get registered only to view,comment and rate my albums. i dont want them to upload photos directly.
how to do that?
i dont want my site registered users to upload photos, where to set that?

by default, noone but the admin can upload photos anyway.

maybe you activated the useralbum module. deactivate it if you don't want users to be able to have their own albums.

Is there a way to set this type of permissions to the users?
Admin: view, comment and rate and manage pictures
Moderator: view, comment and rate pictures
Users: view and rate pictures

I assume that users will be guests or registered users and Admin will be site administratos, how can I make a moderator?
