"All Themes" tab does not appear in site admin

Hello all...
First, must state that I'm pretty new to all this, so please bear with me.
Today installed the XAMPP Apache dist on my home computer, along with Gallery 2 - wanted to learn the ropes of Gallery (specifically template/theme design) locally.

Everything was working like a charm until I tried to add new themes. I have the default Matrix enabled, but the Add Themes tab does not appear in the Themes menu of site admin. The drop-down menu only has Matrix as well. I have several folders in the directory (the theme folders that were included in the installation pack), but nothing shows up.

Any ideas what this could be? Thanks...


Gallery version: 2.2
PHP version: 5.2.1
Webserver: Apache 2.2.4
Database: MySql 5.0.33
Activated toolkits: ffmpeg, gd, thumbnail, etc
Operating system (e.g. Linux): win xp
Browser (e.g. Firefox 1.0): Firefox 2.0.0.3

this has been changed in g2.2.
new themes need to be installed in site admin -> plugins.

could you point me to the documentation that needs to be updated?
