2 questions according the gallery-settings

Hello!
I'm from Germany, so my english is not that good. Well, i've got two questions.

First one: How can i forbid an owner (registred user) of an album, that he can edit permissions, delete items etc. So i want, that the owner of an album ONLY can ADD items / albums, and nothing more.

Second question: My basic structure of the album looks like this:

1 Basic Album

1.1 Sub-Album_1
1.1.1 Item_1
1.1.2 Item_2
1.1.3 Item_3

1.2 Sub-Album_2
1.2.1 Item_1
1.2.2 Item_2

1.3 Sub-Album_3 ....and so on

Now, what i want is, that a registred user ONLY can write comments below ITEMS. He should not be able to write comments below the "Basic Alubum" or the "Subalbum_x". He should only be allowed to write comments below Items. How can i arrange this, without setting for each single item (sub-album) the permission.

1. click "edit permissions" and remove the appropriate permissions from the owner.

2. add the "add comment" permission in the root album, then go your top level albums and remove the "add comment" permission without having the "apply to sub-items" option selected.

ad 2.)
Well, i did it like this, but the disadvantage of this method is, that i have to do it everytime a new album is made by an user.

ad 1.)
There is no permission like "dont' allow user to cange permissions" or anything like that...

1) no there are no negative permissions. you have to remove the permission.
