Enabling User Registration - Please Help

I'm trying to set up my gallery so users can register themselves. I'm going to the admin page>configuration wizard>e-mail & registration. I'm enabling e-mail, entering a working e-mail in the next two fields, selecting yes for allow visitors to self register and selecting yes so the users can create their own albums. I then select next step. But when I go to the gallery, there's no registration link anywhere. The when I go back to the admin page, the setting are back to defaul for the email and registration tab. What am I doing wrong?
