A request form for high resolution pics

We're planning at my company to set up an image archive, we would like to offer everyone free access to thumbnails and normal size pics, but for the real, high resulotion version of the images, we would like to force users to make an request via a form. When it's approved the user gets an email with link to his requested pic. Are there already solutions in that direction available?
