Basic Questions on Use & Installing

Okay, I'm retarded and you can laugh at me for being such an idiot. I run a website. I designed it myself. I know how to use a ftp client and I have administrative rights on my host server. I've set up a bulletin board system for my associates across the country to use to work on consulting reports (collaboratively). The documents use a lot of charts, graphs and other picture exhibits, so there is the need for a gallery I suppose. The bigger question for me is will this allow them to put charts in discussion threads like they are yammering about. They want to be able to post an exhibit (meta file, jpeg, gif, etc.) in the thread itself when they are discussing or lecturing on the work topic. Does this thing do that? Can a limited capacity user install this program? I can install things on my computer here. I've uploaded files via ftp to my remote site. I don't understand how you would upload this thing and execute it so it could set up. Help?
