Http header is something wrong with my G1

gallery version = 1.5.3-debian1
webserver = apache2
php version = php5
OS = debian etch
system default locale is utf-8.

Hi.

I can't progress the installation of G1.

Charset of G1 is UTF-8,
but the browser set the encoding to EUC-JP
when I access by the browser.
So characters of Japanese is like "?????".

I think the problem is in HTTP header.

I look the HTTP header of $gallery_home/index.php
and found the charset of the the HTTP header is iso-8859-1.

I don't set the default locale of apache2 to iso-8859-1,
neither php5, system locale.

Then I installed G2 on the same server,
G2 is Fine, setup is completed.

But I made an application working on G1,
so I want to use G1.

How can I solve this problem?
