RC1 translation of new modules

	So, some stupid questions: how to translate reupload, rss and Password Items Getid3 and Link Items modules of there is not PO directory inside? to to translate "votes" that are shown on RATING if there is no such string? all this are about 2.1RC1. thx u.

	we're adding reupload, rss and getid3 po dirs for RC-2, and making that "votes" string in rating module translatable. password and linkitem modules already have po dirs, so you should have them? thanks for finding these!

	oh, and for now: you can just mkdir po, copy a GNUmakefile from and other po dir and you're ready to go.

	modules: hidden: has already po / locale dir getid3: i've just added a po dir. password: already had a po dir linkitem: already has po/local dir rss: added po dir now reupload: mindless added a po dir right now mindless handles the rating string.
