adding a header to siriux theme

Hi can someone please help me.
I want to add a banner on top of my sirius theme.
ive tried editing the theme.css and also the theme.tpl.
but its still not working.

Check out the doc I attached, this works, I use the PGtheme, but I pasted this into the siriux theme and tested it. This is what you probably need to get your image to show.

But how about side banners?
Create a table around the whole web page?
