rating is coming soon as an official / user contributed g2 theme.
paypal is already a user contributed plugin to the user contributed checkout module.

Agree, but
I would like users to pay to vote.
Rating of pictures will require payment thru paypal.

well, then i suggest until the rating module is finished / ready for a first release candidate and then you let a developer merge the paypal and the rating module.
this will result in much less work than having to start from scratch, resulting in fewer costs.
edit: actually, this could work like that:
the rating module will register a permission, such that only users with permission can vote (should be part of the official rating module).
you could then add your own paypal module which adds permission to rate for user X if the payment via paypal has been confirmed.

I like your solution in reference to giving permission in rating module and enabling users who can vote in paypal.
This will keep things simple.

it has been added to g2, yes. but not yet in the stable development branch (HEAD), it's still in the BRANCH_API_DEV, which will be merged back into the stable branch probably after new year.
