Add permitted albums to a user in G1

Hello,

Is there any way to add all permitted albums to a particular user rather than permitted users to a particular album?

Gallery version: 1.5.1
Apache version: 2.0.52
PHP version (don't just say PHP 4, please): 4.3.9
Graphics Toolkit: ImageMagick
Operating system: Windows XP
Web browser/version (if applicable): IE 6.0.2800, Firefox 1.0.6
