Is it possible to change the compression levels on albums I've already created?

It would sure make life easier than having to re-create the same album (and all the descriptions) again. I've fixed the compression level in the config and it's perfect for any new albums (at 70%), but the existing ones at 95% still need to be changed.

I've tried rebuilding thumbnails but it didn't work. I want to rebuild the mid-sized images as well. What are my options?

Sure! Set the JPEG compression value in the Config. Wizard to the desired value. Then click "resize all" to rebuild the in-between photos and "rebuild thumbs" to re-do the thumbnails. Note that if you've cropped the thumbs with the "edit thumbnail" function, you'll lose those custom thumbs.

*CORRECTION*
In fact the cropped thumbs will be preserved. My note that they will be lost was incorrect. Woo hoo!

Nothing in gallery touches the original file, except the new "autorotate" feature.
