Error when trying to lauch Configuration Wizard

I have been using Gallery for over two years now and really appreciate the ease with which it allows me to keep our website up to date. I have never updated Gallery with a new version over the past two years and recently started getting error messages when I would try to create a new album. I figured, why don't I upgrade...it is probably time. I downloaded Gallery 1.5 yesterday and installed it on my server. Unfortunately I now get the following message when I go to my Gallery URL:

Gallery needs Reconfiguration

Your Gallery settings were configured with an older version of Gallery, and are out of date. Please re-run the Configuration Wizard!

Launch the Configuration Wizard. If you experience problems, you can find help on the Gallery Help Page

When I click on the link to launch the Configuration Wizard I then get the following error:

Forbidden
You don't have permission to access /gallery/setup/index.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Having little to no experience with Gallery other then uploading pictures and managing the albums, I have absolutely no idea what this means or what to do. Any help would be very much appreciated.

I forgot. I have put all the permissions on all the directories to read write for all.

Ok I have solved it according all permissions... but now I get the Internal server error... see this topic:
