Template 'local' directory

where EXACTLY does the 'local' directory need to be for the theme.tpl to be selected before the standard one??? (tried it in a couple of places but always the default theme/tpl is selected)

if you use the matrix theme:
copy
themes/matrix/templates/theme.tpl
to
themes/matrix/templates/local/theme.tpl and edit this copy.

should work in beta 4, afaik.
