Problems using the Rotate Photo option

When trying to use the rotate photo option I get the following in the apache error log:

jpegtopnm: Error writing single byte sample to file
pnmtojpeg: Error reading magic number from PBM file. Most often, this means your input file is empty.

Can someone point me in the right direction or shed some light on this for me.

Follow the instructions in FAQ C.2 to see if you can figure out which exact NetPBM command is failing.
