Cannot proceed past Step 2 in Configuration Wizard

Hello

I have installed Gallery and am trying to configure it for the first time using the Configuration Wizard. There were initially some warnings (yellow bits) on the "Step 1" page but I have rectified these problems and now it says "Your installation passed with flying colors! Go go go!" (still on Step 1)

I click on "Next" and am brought to the "Step 2" page. I fill in all the options (on the various tabs) and then click "Next Step -->" I am then returned to "Step 1" again.

Do you know what may be causing this?

Once, having not changed any of the options, I was able to proceed to "Step 3" but this no longer happens

Gallery version: 1.4.4-pl6
Apache version: Apache/1.3.27
PHP version (don't just say PHP 4, please): PHP Version 4.2.2
Graphics Toolkit: Both are installed (ImageMagick & netpbm)
Operating system: Windows XP (Windows NT 5.1 build 2600)
Web browser/version (if applicable): MS Internet Explorer 6.0 (also tried Firefox 1.0)
