setup question

Im trying to set up gallery 1.5. ive followed all the setup directions, run sh configure.dh and im getting this error.

Forbidden
You don't have permission to access /gallery/setup/index.php on this server.

setup and index.php are all at least for world readable

any help would be appretiated!
