Language pack not working

I have a problem getting the german language pack to work.

I've downloaded and ftp'd it to my gallery/locale directory next to the preinstalled en_US directory and if i read the doc files correctly it should appear in the config wizard next time i start it up but it doesn't.

Did i forget something or did i do something wrong?
