I turned on the Rss feed. then downloaded Feed Reader 2.9 to try it out.
It Works, eventually It reported that I had 500+ albums and 17000+ Pictures.
However, for one User it consumed 80-90% of the CPU resources, not once, but every time the reader updated.
I run a slow, 1G server with 1/2G ram.
The RSS effectivley shut my site down.
As it takes about 3 to 5 minutes for the root album to come up, so I don't think there is a problem with RSS, just the normal performance problem.
I would not recommend the use of RSS in Ver 1.5 unless you have a small site, and/or a very fast server.

It sounds like you may have slowPhotoCount enabled. Look in your config.php and see if you find
If you do, change it to "no".
