'Not allowed' on anonymous upload

Just a quick bug- I have 2 of my gallerys both 1.4.4pl4 set so anyone can upload a picture. There is no login, and no registration. It works great but on occasion it tells random people that "you are not allowed to perform this action!" when they click the add photos button. It did this to me once too. all i did was close the pop up window, and click add photos again and it worked fine again. I have never seen it since. Other users still complain it happens once in a while for no apparent reason.

I just got done removing the hack check check from add_photos.php so it wouldnt check to see if "EVERYONE" was on the list anymore since it doesnt really matter in my case, but maybe its a problem that should be looked into by the admins.
