in the Edit Permissions screen you can grant Add Comments permission to group "Everybody".

Go into Site Admin / Groups. In the list of groups you should see (at least) All Users, Everybody, Site Admins. If not then something went wrong during installation.

Those groups are visible in the admin center. But I still can't change their permissions.
What could be wrong?

Are you entering the text "Everybody: Add comments" in the text-inputbox? You just need to enter the text "Everybody" in that box and select the "[comment] Add comments" from the selectbox next to that inputbox. Right?
