language doesn't change

i have already read all the post at this forum but still can't slove the problem.

Here is the php info

and here is the gallery

The "locale" and the sub-folder already set to 777,
also tried to upload the language packs as binary or ascii, even "Auto".

(P.S. i have tried to setup the gallery in my local PC(Windows-Base).
The language packs worked very well.)
