Installer not finding Versions.dat

Hi I'm trying to move an existing, working Gallery 2.3 install to a new host/server. We were able to backup and move the data folder and database over without issue, however when we run the Installer we keep getting this error:

Gallery tables already exist in the database and there is a versions.dat file in the Gallery storage directory. But the version of the installed Gallery database tables does not match the version of the installed data in the Gallery storage directory. Select a clean install to erase all data in the database and in the storage directory and to advance to the next step.

There is a versions.dat file in the correct folder (presumably, because we placed it in the same location as it was on the working server) and the text in the file is identical.

Any suggestions at all? I've searched all over and haven't found any answers. :(

don't run the installer, run the upgrader.

None of the links work, including Admin page. Something to do with URL rewrite??

I tried to disable URL rewrite manually (got that link to work) but it says it can't write to my .htaccess. Stupid Windows servers and their lack of permissions abilities. *sigh* I guess I'll have to have my host do it.

Disabled it in the database but the admin page still won't load. *head desk*

Never mind. Got it all figured out. FWIW, if you're used to Unix/Linux servers, switching to Windows is a pain imo.
