short_open_tag is on, but I'm told to turn it on

Hi!
I'm trying to install gallery 3 on a virtual server hosted by TextDrive.

When I point to /gallery3/installer, I get an error message: short_open_tag must be on.

I checked php.ini, and on it is.

What am I supposed to do?
