Can't Upload Photo's

I have moved my gallery to a new Ubuntu 13.10 server with Apache 2.4. So far everything seems to be working correctly with no error messages except when I attempt to upload new photo's. I have created a new album but when I click on "Add Photo's" I get the uploader dialog box. When I click on the 'Select Photos' button the dialog closes, the page refreshes and nothing happens. I am expecting a dialog to select files but I never get it?

I can't seem to find any errors in either the gallery logs or apache logs.

try changing graphics toolkits.
Is the /tmp directory writable?

try a test install with a clean DB on the new server.

So I reverted back to the last release 3.0.9, simply copied over the top, and the upload works. Went back to the latest dev version from git and the upload is broken again. It looks like a bug has been introduced somewhere.

I just tried git master build 431 and it seems to work for me just fine.

not sure how to troubleshoot something we can't reproduce.
